No, it isn't. Assuming Germany takes Belgium he cannot hold Munich if Turkey jumps back. Even if Germany moves to Prussia (as he did)+Silesia, Burgundy could still attack Gascony making Spain vulnerable.Even worse, Turkey can move to Piedmont for 100% and keep Mediterranean, meaning Turkey could take Marseilles with Burgundy's help for 100%.
Turkey should have pulled back 1 more "level" to make France's elimination possible.

Conclusion: if you are the biggest power you have to be VERY generous to convince the others to eliminate the weakest one. The others can force a draw by adding additional territories for the weakest.
Otherwise the weakest will throw the game to the soloer, as it happened in the case below where Italy throw the game because Turkey couldn't convince him he's safe.The game:
